Displaying Powerchat alerts on stream is done by adding them the same way you would in OBS Studio, except on your streaming server. If you aren't using OBS Studio on your streaming server, add them as web overlays the same way you would add any web overlay.
To see and hear alerts while you're streaming, download the Stream buddy app for Android. Stream Buddy is the standard for use with devices like the LiveU and BELABOX to read chat and display alerts. The premium version of this app offers other various options that are useful, but the feature listed here is free to use.
Once installed and open, click the three dots in the top right of the application, go to Tabs, and then hit the 'Add Tab' button. Select Website, name your tab, and insert the corresponding Powerchat.live overlay URL for the overlay you want to add. For example, if you insert your Alertbox Overlay URL, it will play the image and audio for the alert while the application is open.
If you do this correctly, the alerts will be displayed and the audio will be heard. There are documented cases of some VPNs blocking connections to some services used by Powerchat.live. If your alerts are not working in Stream Buddy, there is a chance your connection is blocked for some reason. Normally this will result in something like the alert showing, but audio not playing, and can be remedied by disconnecting from wifi, or connecting to a new wifi.
